Summary:

Goldbelt C6, LLC., is seeking a Technology and Human Rights Analyst to support the Office of Multilateral and Global Affairs (MLGA) in the Bureau of Democracy, Human Rights, and Labor (DRL) to support DRL/MLGA’s mission to protect and promote human rights online and encourage companies to build credibility and respect human rights in the communities where they operate, while effectively managing risk.

This individual will work with some of the Administration’s highest priorities and most cutting-edge foreign policy issues at the intersection between technology, business, and human rights. The role will be a part of the Internet Freedom and Business and Human Rights team (IFBHR), working with governments, civil society, and multinational corporations to protect human rights online and encourage companies to respect human rights in line with international standards while operating abroad, especially in areas where the rule of law is weak or not enforced.

Responsibilities

Essential Job Functions:

Provide policy and technical guidance to MLGA’s Internet Freedom & Business and Human Rights Team on human rights considerations around technology and human rights, including but not limited to export controls, commercially available spyware, and other surveillance issues.
Responsible for tracking issues, initiatives, and policy developments related to issues surrounding Internet freedom, emerging technology, and the protection of human rights online.
Raise awareness about these trends, and developments through engagement with other department offices, embassies abroad, the interagency, civil society, think tanks, and industry, and feed into relevant reports.
Monitors and analyzes developments in this space; provides expert analysis and policy guidance; coordinates within the department and inter-agency to seek alignment on these policy areas.
Cultivates relationships with external experts and identifies unique and impactful ways to advance U.S. leadership.
Supports the team’s policies and diplomatic engagement around issues about export controls and emerging technology, including human rights considerations around surveillance and commercial spyware.
Monitor human rights abuses in assigned geographic areas of responsibility, including through classified and unclassified reporting channels, media sources, and NGOs.
Conduct outreach and liaison work with relevant geographic and functional bureaus and DRL regional desks, and others.
Foster and collaborate with a network of contacts and experts in foreign governments, academia, civil society, the private sector, and the interagency that examines emerging technology and human rights.
Participate in human rights, business, and tech forums including RightsCon, the Internet Governance Forum, and the UN Forum on Business and Human Rights.
Brief and prepare materials for Bureau leadership when engaging on issues described above; draft public communications, including speeches, articulating policy approach.

Qualifications

Necessary Skills and Knowledge:

Demonstrated ability to work closely with regional and national counterparts internally and externally.
Previous experience working inter-agency to formulate policies with key personnel on multi-stakeholder initiatives.
Must have experience analyzing and synthesizing large amounts of information into coherent and cogent materials for Bureau leadership.
Must have superior research, writing, and briefing skills.
Ability to interact with all nationalities in a culturally sensitive manner.
Must be efficient with precise organizational skills and multi-tasking abilities.
Superior analytical skills with exceptional verbal and oral communication skills.
Ability to work independently, with minimal supervision, in a fast-paced work environment.
Must be team-oriented and able to build and maintain strong working relationships with colleagues.

Qualifications:

Bachelor's degree in Pre-Law, Human Rights, Social Work, Business, or related fields.
Minimum of 2 years' experience providing advice, guidance, research, and written materials related to issues about human rights and emerging technology.
Must have a Secret Security Clearance.

Preferred Qualifications:

Master of Laws (LLM) or JD in Human Rights, Social Work, Business, or related fields.
Extensive human rights experience with export controls, surveillance, Internet Freedom, or similar issues of concern to the Office of Multilateral and Global Affairs (DRL/MLGA).
Prior experience working with the U.S. Department of State is highly desired to understand the culture and environment.
