Vice President, Social Impact and Congressional Relations

The National Partnership for Women & Families is a nonprofit, nonpartisan 501(c)(3) organization that fights for equity for all women and families. We’re passionate about making change on big issues such as equal pay for all women, paid leave for working families and access to affordable health care that provides abortion and reproductive care. We advocate on the Hill and for federal, state and local policy.

We are seeking a Vice President, Social Impact and Congressional Relations to oversee the development and implementation of the organization’s congressional relations strategy and to promote corporate engagement for social impact, including overseeing implementation of the National Partnership’s strategic plan for its Business Working Group for Gender Equity

and other corporate engagement activities.

The Vice President, Social Impact and Congressional Relations position is based in Washington, DC and reports to the President. The National Partnership is a hybrid organization where a majority of staff are required to report to the office a minimum four (4) days a month.

Responsibilities:

Shape the strategic direction of the National Partnership’s congressional relations program, translating day to day meetings into effective relationships and long- term policy wins.
Develop and manage advocacy campaigns on strategic policy issues that are ripe for legislative action, including management of consultants as needed and collaboration with the Communications team.
Build and maintain top level congressional relationships that advance the policy impact of National Partnership program teams.
Collaborate with program teams on executive branch advocacy.
Oversee development and implementation of strategy for Business Working Group and corporate engagement in issue and policy action that promotes social change, in collaboration with Program and Development teams.
Participate in strategic coalitions and alliances that further organizational goals and represent National Partnership in a range of external settings.
Speak to media and stakeholders at public-facing events pertaining to social impact, congressional relations and other organizational issues.
Effectively manage team and individual staff, including supervision, coaching and professional development of staff, with focus on managing across difference and enhancing equity.
Establish productive relationships and communications with peer leaders and managers.
Perform executive leadership responsibilities—including advising the President on strategic and operational matters; communicating management positions and facilitating effective 2-way communication between staff and management; and, contributing to overall organizational goals for equitable, inclusive, and team-oriented culture.
Work with Development team to prospect, develop, maintain and further relationships with foundation funders; seek financial resources from foundation, individual and corporate funders.

Qualifications:

The candidate must possess:

Strategic and creative thinker with proven ability to run policy issue advocacy “campaigns” with a focus on collaboration and problem solving.
Prior experience working in Congress and/or the Executive Branch with an emphasis on effectively developing and implementing strategy to move legislation, building relationships with members of Congress and staff, and strategically prioritizing legislative issues, actions, relationships and requests.
Knowledge and practical application of the federal legislative process.
A proven ability to develop a comprehensive congressional affairs vision and strategic plan on specific issues for an organization or company and then execute to deliver results that help achieve public policy goals.
Skilled at working with subject matter experts to determine how the congressional affairs function can promote public policy goals and objectives.
A proven ability to build strategic relationships and use influence effectively in a variety of settings, both within a cross-functional team environment and with external constituencies.
A strong network of congressional contacts in both chambers, with relevant committees of jurisdiction and within congressional leadership.
Superior communications abilities, including analytic, written, verbal, and presentation skills.
Staff management expertise and demonstrated ability to motivate and mentor a team and individual team members.
Sophisticated understanding of how race dynamics impact supervisory relationships, organizational culture, partnerships, campaigns and coalition work, and demonstrated history successfully intervening in problematic dynamics and deepening a racial justice approach within an organization, team, or campaign; able and willing to push movement partners and allies to incorporate racial equity into their work
Experience working collaboratively across teams and departments to meet shared goals.
Ability to represent organization in a wide range of situations and venues.
A strong commitment to the National Partnership’s mission.

Classification

The National Partnership recognizes a staff bargaining unit, National Partnership United, affiliated with the Nonprofit Professional Employees Union/IFPTE Local 70, a union for non-profit workers. This position is NOT included in the NP United bargaining unit.

Salary and Benefits

The minimum salary starts at $180,353 with exact salary based on total relevant experience. The National Partnership provides a generous benefits package that includes three weeks annual vacation time, paid sick time, paid federal holidays plus the last week of December, health, dental, and vision coverage, 403B and SEP-IRA retirement options, and paid family and medical leave for eligible employees.

Note that accrued vacation and sick time are currently suspended for new employees while the National Partnership temporarily offers ad-hoc unlimited administrative leave for employees during the COVID-19 pandemic, recognizing that we all have a range of caregiving needs, including self-care and care for others during this challenging time.

The Vice President, Social Impact and Congressional Relations is a full-time position based in our Washington, D.C. office. The National Partnership maintains a hybrid work environment where staff are required to be in the office a minimum of 4 days per month, with additional in-office and in-person days determined by your role and job responsibilities.

The National Partnership is a 50 person staff that fosters a collaborative culture. We have a collegial work environment. The National Partnership is committed to protecting our employees and our communities from COVID-19. Toward that goal, the National Partnership requires all employees to be fully vaccinated and completely up to date via an FDA authorized and/or approved COVID-19 vaccination. Fully Vaccinated is defined by the CDC as being 2 weeks after the final dose in a primary series of COVID-19 vaccines (2 doses of Pfizer or Moderna, 1 dose of Johnson & Johnson). Up to date means a person has received all recommended COVID-19 vaccines, including any booster dose(s) when eligible. New employees must be fully vaccinated before their start date, and up-to-date as soon as eligible, unless an exemption due to a medical condition or a sincerely held religious belief or practice is granted.
