Job Title: Supportive Housing Program Manager

Position Summary
The program manager leads and co-manages the daily operations, supervision, and implementation of best practices for the Supportive Housing Program and support services programming. The Supportive Housing Program serves individuals who have experienced chronic homelessness utilizing a harm reduction, person-centered, and Trauma-Informed approach. All Caritas programs follow the Housing First model, with the belief that all people should have access to housing and opportunities to build well-being. Caritas staff provide community-based services to clients throughout Austin/Travis County.
Essential Duties & Responsibilities (inclusive but not exhaustive):
Program Management
- Provide strong leadership within the program, Caritas and at the community level.
- Work with Deputy Director and co-manager in program development, monitoring, goal setting and growth.
- Ensure program compliance with grant requirements. Assist in grant reporting and monitoring by funders.
- Internal monitoring of client files through file and case reviews.
- Prepare and analyze program reports.
- Management of complex budgets to ensure compliance with budget limits, and agency/funder fiscal policies and procedures.
- Responsible for the day-to-day operations of programming.
- Manage vendor relationships and community partnerships.
- Oversee client grievance process.
- Ensure that relevant client services data is entered accurately and timely into HMIS per internal policies and COC written standards.
- Provide on-going support to property managers.
Supervision
- With input from the Deputy Director and co-manager, make decisions regarding hiring, performance evaluations, employee development, and disciplinary action.
- Identify and support professional development and growth of supervisees.
- Adhere to Caritas hiring policies and procedures.
- Develop, implement, and routinely update training protocol for case managers and other applicable positions.
- Review work schedules and delegate assignments appropriately.
- Develop, implement, and oversee effective case management and support services.
- Maintain effective and appropriate communication with all supervisees, staff, and community stakeholders.
- Maintain regular supervision schedules and communication streams with staff.
- Support case management staff in problem-solving, administrative duties, and crisis intervention.
Leadership and Organization Support Functions
- Participate in agency and community planning and training.
- Comply with administrative procedures, reporting, and record keeping policies.
- Embrace Caritas values and lead by example.
- Collaborate with other staff to ensure inter- and intra-departmental cooperation and coordination, especially bridging client transition from short term to long term services.
- Work with supervisor to create and implement a professional development plan.
Other Duties
- Perform other duties as assigned by Deputy Director and/or Chief Programs Officer.
- Treat clients, staff, and the general public with courtesy, respect and professionalism.
Qualifications:
Education
- Required – Bachelor’s degree from an accredited college/university required, social work or related degree preferred.
- Preferred – Master’s Degree from an accredited college/university with a major in one or more of the following areas: Social Work, Psychology, Sociology, Counseling or other Human Services related fields.
Experience
- Required – Minimum three years of experience working with people living with mental health disorders, substance use disorders, people who have experienced homelessness, and/or people living with disabilities.
- Required - Minimum three years leadership and management experience.
- Preferred – Licensures: LMSW/LPC/LCSW/LCDC
- Preferred – Experience working in HMIS database.
- Preferred – Experience working in supportive housing programs.
Computer Skills
- Must be computer literate.
Other Requirement(s)
- Bilingual in Spanish and/or ASL helpful.
- Valid Texas driver’s license, ability to drive and have reliable transportation, traveling to multiple locations.

Salary/Benefits:
- Base Salary Range: $54,814-$72,113.
- The salary offered will follow Caritas of Austin salary guidelines based on candidate's education and experience.
