General Description:
The Upward Mobility Mentoring Initiative is a bold, new program grounded in the nationally recognized EMPath Mobility Mentoring® model—designed to help low-income families achieve long-term economic self-sufficiency and overall well-being. This community collaborative initiative offers a powerful opportunity to lead transformational changes for families residing in targeted zip codes within the City Of Rochester.
The Program Manager plays a vital leadership role in the implementation of the Upward Mobility Mentor Program, supervising a team of professional Mobility Mentors (caseworkers) who provide individualized coaching and support to enrolled households These relationships—lasting up to two years—are designed to help participants make progress in key domains such as housing, financial wellness, employment, education/skills development, health, and social support networks.
Reporting to the Director and working collaboratively with the Program Management Team, the Program Manager ensures the team is implementing the EMPath Mobility Mentoring model with fidelity, professionalism, and cultural responsiveness. The role includes direct staff supervision, participant recruitment support, service quality oversight, and active contribution to program development and community engagement strategies.
Essential Duties and Responsibilities:
Team Leadership & Staff Development
· Supervise a team of Mobility Mentors, providing day-to-day support, professional coaching, and performance management.
· Lead hiring, onboarding, and staff development efforts to ensure staff are well-prepared, trained, and aligned with program values and expectations.
· Model and foster a culturally responsive, trauma-informed, and strengths-based coaching culture.
· Work in close coordination with the Program Management Team to ensure consistency in staff support and coaching practices across teams.
· Program Implementation & Participant Outcomes
· Ensure high-fidelity implementation of the EMPath Mobility Mentoring model within assigned team.
· Guide staff in developing and maintaining effective 1:1 mentoring relationships, supporting participants as they define and work toward self-sufficiency goals across multiple life domains.
· Provide guidance and support in crisis situations, complex case decision-making, and coordination of services.
· Monitor participant progress and program adherence through regular case reviews and individual staff supervision.
Participant Recruitment & Retention
· Lead team efforts to recruit, enroll, and retain eligible participants, with a focus on meeting ambitious enrollment targets in under-resourced communities.
· Collaborate with referral sources and internal/external partners to improve recruitment strategies and participant engagement.
· Contribute to community outreach efforts in partnership with agency marketing and development teams.
Program Performance & Case Oversight
· Conduct regular case audits and file reviews in partnership with the Program Management Team to ensure service quality and model fidelity.
· Utilize operations data provided by the Program’s Data Specialist to identify team and individual-level performance trends as well as participant outcomes data to inform continuous improvement efforts.
· Manage the financial assistance process for assigned team, including approvals and disbursement tracking, ensuring participant needs are met and funder targets achieved.
· Monitor the completeness, quality, and timeliness of case documentation in compliance with funder and agency standards.
Community Engagement & Resource Strategy
· Cultivate relationships with key community providers to expand participants’ access to quality services aligned with their individual goals.
· Support Mobility Mentors in building effective resource navigation and advocacy skills.
· Monitor resource gaps and emerging needs across participant cases and advocate for relevant partnerships or improvements.
· Contribute to the design of group workshops or enrichment activities by sourcing guest facilitators and community resources.
Collaboration & Program Development
· Actively collaborate with the Director, and the CCFCS Program Management Teram as well with the Initiative’s other provider agency teams, and other stakeholders within the Initiative’s collaborative to ensure alignment in service delivery, recruitment, and quality assurance.
· Participate in leadership and team planning meetings, contributing insights and feedback to support program evolution.
· Share and implement best practices in coaching, participant engagement, and resource utilization across both teams.
