Job Purpose:<\/span><\/span><\/b>
<\/div>MA’AN Development Center is
seeking a qualified and dynamic Project Manager<\/b> - to lead the <\/span><\/span>overall
supervision, coordination, and management of the BMZ -funded project “Building Resilience in the communities of the
West Bank (Area C) to Transform the Current Shock into a Sustainable Future<\/span><\/span>”<\/span><\/span>
<\/p>
The Project Manager will be responsible for ensuring the
timely, efficient, and high -quality implementation of all project activities in
alignment with Oxfam<\/span><\/b> and MA’AN Development Center<\/span><\/b> standards, policies, and
donor requirements. The role is central to achieving the project’s outcomes:
securing basic needs and enhance immediate livelihood opportunities<\/span><\/span><\/span> strengthening
local and green economic systems, and enhancing institutional and social
resilience.
<\/p>
Key Responsibilities:<\/span><\/span><\/b>
<\/div>Manage
implementation of all projects’ activities including Cash -for -Work (Cowl)
programs, WASH and community infrastructure rehabilitation, food assistance,
business development, and capacity building, according to the approved work
plans, budgets, and timelines.<\/span><\/span><\/span><\/span><\/span>
<\/li>Manage and
supervise the part -time staff including Focal Point -Food Parcels, Business Development
Specialist and Project coordinator under the project structure.<\/span><\/span><\/span>
<\/li>Supervise projects’ planning, budgeting,
procurement, and compliance with donor regulations and MA’AN policies.<\/span><\/span>
<\/li>Conduct regular field visits to monitor
progress, supervise activities, and ensure quality and accountability standards
are met.<\/span><\/span>
<\/li>Facilitate coordination and communication with
the key stakeholders.<\/span><\/span>
<\/li>Lead and review project reporting,
documentation, and visibility efforts, ensuring accurate and timely submission
of deliverables.<\/span><\/span>
<\/li>Manage the
coordination of activities, monitor progress, and provide necessary training
and capacity building to enhance the team's understanding.<\/span><\/span>
<\/li>Lead the
preparation of Terms of Reference (ToR) for the procurement of services and
commodities for the projects, as well as the evaluation of bids and awarding of
contracts.<\/span><\/span>
<\/li>Collaborate
with the MEAL unit to track projects performance and report on progress, outcomes,
and impact to MA’AN.<\/span><\/span>
<\/li>Supervise
budgets and disbursements, and provide technical oversight and supervision of
suppliers, contractors, and service providers.<\/span><\/span>
<\/li>Arrange and
report on meetings, events, stakeholder engagements, and field visits.<\/span><\/span>
<\/li>Collaborate
with staff and partners to ensure inclusive, gender -responsive results.<\/span><\/span>
<\/li>Analyse
data and contribute to outcome measurement and evaluation reports.<\/span><\/span>
<\/li>Support
institutional learning by documenting best practices and lessons learned.<\/span><\/span>
<\/li>Uphold
MA’AN’s Code of Conduct, Child Protection Policy, and accountability standards.<\/span><\/span>
<\/li>Effectively
manage high -pressure situations and meet tight deadlines.<\/span><\/span>
<\/li>Report to the Program Manager (and collaborate
closely with Oxfam and the other local partners (ESDC and MIFTAH<\/b>),
ensuring clear communication and aligned implementation).<\/span><\/span>

Requirements<\/h3>
Qualifications:<\/span><\/span><\/b>
<\/p>
Education:<\/span><\/span><\/b><\/span>
<\/li>Bachelor’s degree with at
least five years of experience, or a master’s degree with three years of
experience in Business Administration, Engineering, Project Management, Development
Studies, Agriculture, Climate Change or other related fields.<\/span><\/span>
<\/li><\/ul>Experience:<\/span><\/span><\/b>
<\/li>Proven experience in managing donor -funded
development projects preferably related Cash -for -Work (CfW) programs, WASH and
community infrastructure rehabilitation, integrated food assistance,
sustainable business development, agricultural support, market -aligned skills
training, <\/span><\/span>Water, Energy,
and Food (<\/span><\/span><\/span>WEF) youth innovation, community -based<\/span><\/span> disaster risk reduction (<\/span><\/span>DRR), and
governance strengthening.<\/span><\/span><\/span>
<\/li>Strong skills and experience in project management,
planning, budget management, procurement, compliance with donor regulations, team
supervision, monitoring, and reporting.<\/span><\/span>
<\/li>Demonstrated experience working with local
communities, government units, institutions, and community -based organizations
(CBOs).<\/span><\/span>
<\/li>Preferable knowledge of CBOs’ eco -friendly
initiatives promoting safe and productive agricultural techniques.<\/span><\/span>
<\/li>Valid driver’s license and ability to travel
frequently across the West Bank.<\/span><\/span>

leadership and organizational abilities.<\/span><\/span>
<\/li>Excellent
communication and interpersonal skills, with the ability to coordinate among
diverse communities and stakeholders.<\/span><\/span>
<\/li>Fluency in
both Arabic and English (spoken and written).<\/span><\/span>
<\/li>Excellent reporting and analytical
writing skills in both English and Arabic.<\/span><\/span>
<\/li>Proficiency in Microsoft Office (Word,
Excel, PowerPoint).<\/span><\/span>
<\/li>Ability to work under pressure and manage multiple priorities effectively.<\/span><\/span>

Benefits<\/span><\/span><\/b>
<\/li>The work schedule is 40 hours per
week.<\/span><\/span>
<\/li>The probation period is 3 months and
can be extended to another 3 months according to the Labor Law.<\/span><\/span>
<\/li>Annual leave: 21 working days/year<\/span><\/span>
<\/li>National and Religious leave: 16 days
per year.<\/span><\/span>
<\/li>Sick leave: 14 days/year<\/span><\/span>
<\/li>Indemnity Payment:
Equivalent to one month’s salary for each complete year of service.<\/span><\/span>

transportation expenses is according to MA’AN’s by - laws.<\/span><\/span>
<\/li>Time flexibility is recognized by both
parties with consideration that this position might need to do part of the work
after 4:00pm.<\/span><\/span>
