PRIMARY PURPOSE
The Outside Plant (OSP) Lead provides day-to-day field leadership for Outside Plant Technicians and Installers, ensuring outside plant construction, service drops, and FTTH installations are completed safely, efficiently, and in accordance with company standards.

The following essential functions include all responsibilities of the Outside Plant Technician role as well as lead level job duties.
1. Leadership & Supervision
· Directly supervise Outside Plant Technicians, In-House Installers and Contractors.
· Assign daily tasks, prioritize jobs, and manage workloads to meet service and construction deadlines.
· Offer on-site guidance, training, coaching, and technical support to field staff.
· Promote a culture of safety, accountability, teamwork, and continuous improvement.
2. Inventory and Material Oversight
· Oversee material usage and reporting to ensure accuracy, minimize waste and maintain appropriate inventory levels.
· Coordinate with operations and warehouse staff to support timely job completion.
3. Installation & Customer Support Oversight
· Assist installers with complex or escalated technical issues.
· Ensure customer concerns are addressed promptly and professionally.
4. Safety & Compliance
· Enforce all safety policies, PPE requirements, and OSHA regulations.
· Ensure compliance with local, state, and federal regulations related to utility construction and maintenance.
5. Coordination & Communication
· Collaborate with municipalities, utility companies, and property owners to coordinate permits, access, and inspections.
· Update leadership on job status, challenges, and progress.
6. Continuous Improvement & Technical Expertise
· Identify opportunities to improve processes, efficiency, and installation standards.
· Assist with developing training materials and mentoring team members.

WORK ENVIRONMENT
The job involves outdoor field supervision, including climbing, walking on uneven terrain, crawling in tight crawl spaces and buildings, and working from heights. This position may be exposed to external weather conditions including rain, sleet, snow, etc., as well as a varying degree of cold and hot temperatures.
PHYSICAL DEMANDS
This position requires regular field presence, including accessing job sites, lifting tools and materials, and working in varying outdoor conditions. On-call availability is required for emergency response.
POSITION TYPE AND EXPECTED HOURS OF WORK
This is a full-time position, and typical work hours are Monday – Friday, 8:00am – 5:00pm.
TRAVEL
Occasional travel throughout the BBI and CCEC service territories. Some travel throughout Oregon and to other states for conferences and other events.
QUALIFICATIONS
High School diploma or equivalent
A minimum of one year experience as an Outside Plant Technician or equivalent
Strong working knowledge of fiber optic outside plant construction and FTTH installations.
Experience with aerial and underground fiber installation techniques.
Ability to read and interpret construction drawings and network designs.
Demonstrated leadership or supervisory experience preferred.
Strong problem-solving, communication, and organizational skills.
Ability to work outdoors in all weather conditions and respond to emergencies as needed.
Valid driver’s license and acceptable driving record.
Must meet the requirements of pre-employment drug screening and comply with the company’s drug and alcohol policy while employed.
Reliable transportation for getting to work.
ADDITIONAL ELIGIBILITY QUALIFICATIONS
Previous experience in telecommunications or technical fieldwork preferred but not required.
