Job Purpose:<\/span><\/b>
<\/p>
MA’AN Development Center is seeking an experienced and highly
motivated Project Manager to lead the implementation of a Humanitarian
Fund–supported emergency shelter rehabilitation project targeting
conflict -affected and displaced households in the Northern West Bank and Area
C.<\/span>
<\/p>
The Project Manager will oversee the timely, efficient, and
high -quality implementation of emergency shelter interventions, including
conditional cash assistance for shelter rehabilitation, protective shelter
upgrades, winterization/summarization mitigation measures, and WASH -related
improvements.<\/span>
<\/p>
The role will ensure compliance with humanitarian principles, donor
regulations, Shelter Cluster minimum standards, and MA’AN’s internal policies
while promoting protection mainstreaming, accountability, and gender -sensitive
programming.<\/span>
<\/p>
Key Responsibilities:<\/span><\/b>
<\/p>
Lead
the overall implementation of emergency shelter rehabilitation activities in
coordination with Action Against Hunger (ACF).<\/span><\/span><\/span>
<\/span><\/span><\/span><\/li>Ensure
timely delivery of conditional cash assistance for shelters in Area C in line
with Shelter Cluster standards.<\/span><\/span><\/span>
<\/span><\/span><\/span><\/li>Supervise
shelter assessments, beneficiary selection, technical verification, and quality
assurance processes.<\/span><\/span><\/span>
<\/span><\/span><\/span><\/li>Ensure
compliance with Humanitarian Fund requirements, financial procedures, and
reporting timelines.<\/span><\/span><\/span>
<\/span><\/span><\/span><\/li>Supervise
technical shelter upgrades including plastering, block works, doors/windows
reinforcement, sandwich panel installation, winterization/summarization
measures, and WASH improvements.<\/span><\/span><\/span>
<\/span><\/span><\/span><\/li>Conduct
regular field monitoring visits to Area C communities.<\/span><\/span><\/span>
<\/span><\/span><\/span><\/li>Coordinate
closely with Shelter Cluster partners and participate in coordination meetings.<\/span><\/span><\/span>
<\/span><\/span><\/span><\/li>Oversee
project budgeting, procurement processes, contractor oversight, and payment
verification.<\/span><\/span><\/span>
<\/span><\/span><\/span><\/li>Work
closely with MEAL to ensure accountability mechanisms (CRM), post -distribution
monitoring, and outcome tracking.<\/span><\/span><\/span>
<\/span><\/span><\/span><\/li>Integrate
protection mainstreaming, GBV risk mitigation, and inclusion of vulnerable
groups (women -headed households, elderly, persons with disabilities).<\/span><\/span><\/span>
<\/span><\/span><\/span><\/li>Prepare
and review high -quality narrative and financial reports for the Humanitarian
Fund and partners.<\/span><\/span><\/span>
<\/span><\/span><\/span><\/li>Document
lessons learned and contribute to institutional emergency response learning.<\/span><\/span><\/span>
<\/span><\/span><\/span><\/li>Ensure
adherence to MA’AN’s Code of Conduct, PSEA, Child Protection, and humanitarian
accountability standards.<\/span><\/span><\/span>
<\/span><\/span><\/span><\/li>Manage
project staff under the project structure.<\/span><\/span><\/span>
<\/span><\/span><\/span><\/li>Respond
effectively to high -pressure emergency situations and shifting access
constraints.<\/span><\/span><\/span>

Requirements<\/h3>
Qualifications:<\/span><\/b>
<\/p>
Education:<\/span><\/b>
<\/li>Bachelor’s
degree in engineering with at least five years of experience, or a master’s
degree with three years of experience in Engineering.<\/span>
<\/li><\/ul><\/ul>Experience:<\/span><\/b>
<\/p>
Proven
experience managing humanitarian -funded emergency projects (preferably
Humanitarian Fund / OCHA -funded projects).<\/span><\/span>
<\/span><\/span><\/li>Strong
experience in shelter rehabilitation, conditional cash assistance, and
emergency response programming.<\/span><\/span>
<\/span><\/span><\/li>Familiarity
with Shelter Cluster minimum standards and humanitarian coordination
mechanisms.<\/span><\/span>
<\/span><\/span><\/li>Experience
working in Area C and conflict -affected communities is highly desirable.<\/span><\/span>
<\/span><\/span><\/li>Strong
knowledge of compliance, procurement, financial oversight, and donor reporting.<\/span><\/span>
<\/span><\/span><\/li>Demonstrated
experience supervising field teams and contractors.<\/span><\/span>
<\/span><\/span><\/li>Valid
driver’s license and ability to travel frequently across the West Bank,
including high -risk areas.<\/span><\/span>
