The Clinical Services Program Manager provides strategic and operational leadership for the organization’s clinical service delivery across youth, family, and adult housing programs. This role ensures that mental health, and substance use services are integrated into housing-focused programs in alignment with reStart’s housing philosophy and participant-centered care model.
The Clinical Services Program Manager oversees Clinical Services Specialists, Substance Use Prevention and Treatment Specialists. This position will ensure clinical interventions, crisis response, psychoeducational programming, and community coordination efforts are delivered consistently, ethically, and in compliance with applicable regulations and funding requirements. This position strengthens continuity of care across programs while building scalable systems that support organizational growth and evolving community needs.
Clinical Services Specialists may be assigned across multiple housing programs based on operational need. The Program Manager ensures alignment, consistency, and quality across all assignments.
Key Responsibilities
Program & Operations Management
- Ensure programs operate in alignment with contractual requirements, agency policies, and applicable regulations.
- Monitor service capacity, caseload distribution, and staffing coverage to maintain quality and responsiveness.
- Oversee participant flow including intake, assessment, and transition planning.
- Support program expansion and adaptation based on community needs and funding opportunities.
- Ensure operational readiness for audits, monitoring visits, and funder reviews.
- Maintain structured oversight to ensure safety, professionalism, and participant-centered service delivery.
Team Leadership & Staff Development
- Directly supervise, coach, and evaluate Clinical Services Specialists, Substance Use Prevention and Treatment Specialists.
- Provide structured supervision, case consultation, and professional development guidance.
- Establish performance expectations aligned with housing stabilization outcomes and clinical best practices.
- Support clinical staff in crisis management, safety planning, and complex case coordination.
- Foster cross-program collaboration between clinical, housing, and support services teams.
- Promote a culture of accountability, reflective practice, and trauma-informed engagement.
- Ensure operational continuity through cross-training and collaborative staffing alignment.
Clinical Service Delivery Oversight
- Ensure appropriate provision of crisis intervention, safety planning, and psychoeducational group facilitation.
- Guide coordination with community behavioral health providers and treatment partners.
- Oversee development of structured group programming aligned with participant needs.
- Support consistent referral pathways to external mental health, substance use, and supportive services.
- Ensure participants receive clinically appropriate support that complements housing stabilization efforts without creating service dependency.
Compliance, Reporting & Quality Improvement
- Monitor accurate and timely documentation across clinical service delivery.
- Ensure alignment with funder requirements and reporting standards.
- Participate in data review and outcome monitoring to inform program improvements.
- Support grant narratives and proposals by providing standardized clinical service language.
- Contribute to quality improvement initiatives and outcome evaluation processes.
Collaboration & Community Partnership
- Strengthening relationships with behavioral health agencies, hospitals, and community providers.
- Collaborate with housing program managers to ensure seamless participant support.
- Represent reStart in community meetings and cross-sector initiatives as assigned.
- Support integration of clinical services within broader organizational initiatives.
QualificationsQualifications & Experience
- Master’s Degree in Social work, Psychology, Counseling, or related human services field required.
- Professional licensure or eligibility for licensure in Missouri preferred but not required.
- Progressive experience providing mental health and substance use services within housing, crisis, or community-based programs.
- Demonstrated leadership or supervisory experience in a clinical or social service setting.
- Strong understanding of trauma-informed care principles and crisis response strategies.
- Knowledge of documentation standards, confidentiality laws, and housing-related service coordination.
- Experience working in fast-paced, multidisciplinary environments.
- Proficiency in Microsoft Office Suite and electronic documentation systems.
- Ability to pass background check and drug screening.
- Valid driver’s license and reliable transportation for community-based service coordination.

Work Environment & Physical Requirements
- Frequent walking, standing, and movement throughout program facilities and community locations.
- Ability to lift up to 25 lbs.
- Ability to travel within the local community as needed.
- Occasional evening or crisis-response availability may be required based on program needs.
