POSITION OVERVIEW:
The Program Supervisor for Reentry & Respite Services is responsible for the coordination, oversight, and quality of services provided to individuals transitioning from incarceration, hospitalization, or acute behavioral health crises. This role ensures delivery of trauma-informed, culturally responsive, and recovery-oriented care that promotes stabilization, reduces recidivism and hospitalization, and supports successful reintegration into the community.
The Program Supervisor works in close collaboration with the Program Director and provides leadership to clinical and non-clinical staff. This position balances direct service, staff supervision, program operations, and system coordination, ensuring high-quality care and compliance with all funding and regulatory requirements.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
Program Oversight & Direct Services:
- Maintain a reduced caseload, providing short-term, stabilization-focused services including assessment, crisis intervention, and transition planning
- Oversee delivery of reentry services, supporting individuals returning from incarceration or institutional settings
- Oversee respite services as a voluntary, non-hospital alternative for individuals experiencing emotional distress or psychiatric crises
- Ensure development and implementation of individualized service and reentry plans, including discharge and continuity of care planning
- Monitor client progress, engagement, and outcomes including stabilization, successful transitions, and linkage to ongoing services
- Conduct field-based services as needed, including home visits, community-based services, and accompaniment to appointments
- Ensure timely and accurate documentation in compliance with agency, county, and regulatory requirements
Staff Supervision:
- Provide day-to-day supervision, guidance, and support to assigned staff (therapists, case managers, peer staff, as applicable)
- Support staff in delivering trauma-informed, harm reduction, and culturally responsive care
- Guide clinical decision-making, including risk assessment, crisis intervention, and discharge planning
- Conduct regular individual supervision, team meetings, and case conferences
- Support onboarding and training of new staff and identify ongoing professional development needs
- Address performance concerns in a timely manner and collaborate with leadership and HR as needed.
Contract Management:
- Serve as liaison with funders and system partners regarding programmatic and operational matters
- Ensure program services are delivered in compliance with contract requirements
- Attend required meetings, trainings, and site visits
- Submit reports and documentation accurately and within required timelines
- Collaborate with administration and leadership on program performance and contract compliance
Program & Coverage Responsibilities
- Ensure program operations continue without interruption by providing coverage for essential duties when positions are vacant.
- Temporarily fill in unstaffed roles until the position is filled.
- Prioritize workload and allocate resources to maintain service delivery during staffing gaps.
- Communicate staffing needs and operational impacts to leadership promptly.
Timekeeping & Attendance Responsibilities
- Complete assigned work on or before deadlines in accordance with directives, policies, standards, and prescribed procedures.
- Ensure staff complies with established work schedules, attendance, and punctuality requirements.
- Monitor and approve employee timecards, including daily clock-in/out, breaks, overtime, and leave.
- Ensure employees take required meal and rest breaks in compliance with labor laws and agency policy.
- Submit approvals on time to support accurate payroll processing.
- Investigate and resolve timesheet discrepancies and escalate unresolved issues to HR/Payroll.
- Enforce organizational policies, procedures, and compliance with applicable labor laws.

QualificationsQUALIFICATIONS & EXPERIENCE:
- BA/MA Social Work, Criminal Justice, Public Administration or related field experience 2 plus years of related behavioral health, reentry services or working with justice involved populations
- Ability to serve a multicultural community
- Bilingual, English/Spanish preferred
- Proficient Computer skills (Outlook, Excel, Word, PPT/Canva)
- CA driver’s license, vehicle in good condition, California car insurance and good driving record.
- Excellent interpersonal communication and writing skills.
- Ability to work professionally in a multi-cultural team setting, including ability to maintain client confidentiality.
- Ability to provide thorough assessments and develop relevant Individual Program Plans.
- Ability to quickly assess and respond to crisis situations
- Experience in non-profit and community-based organizations preferred.
- Demonstrates and models excellent “customer service” orientation and ability to work with diverse populations.
- Exercises extreme discretion with the ability to hold, balance, and transmit public and confidential information needed by various parties.
