Job Purpose:
Advance community and affordable housing development for rural and Native communities by leading Capacity Building work plans, facilitating Housing and Native Institute teams, and coordinating the work of other staff and contractors in partnership with community-based teams. Promote and contribute to MHP’s mission to expand housing and community development opportunities for those most impacted by economic and racial disparities by leading collaborative work to promote system change and grow equitable development capacity.

Job Duties & Responsibilities:

Lead and implement work plans in the areas of community development and affordable housing development, providing capacity building and technical assistance to Native and non-Native rural communities, governments, and non-profit organizations throughout the nation, including Minnesota.
Provide MHP and the Community Development team support focused on defining team goals, understanding local needs, and assisting in the successful implementation of community and affordable housing development projects.
Strategize and collaborate closely with other capacity building staff on assignments, including budgets, timelines, recipient needs, contractor deployment, compliance requirements, and outcomes.
Develop and implement scopes of work, work plans and budgets; oversee consultant contracts, subrecipient contracts and implementation of work.
Research, analyze, interpret and convey policy and regulatory guidance in the context of devising options/solutions that work for rural communities, especially rural communities of color/diverse communities and Native communities.
Participate in grant applications, Action Plan development, and periodic progress reviews.
Actively and positively engage with team responsibilities and organizational responsibilities that further our shared work, understanding and organizational health.
Actively engage in the deployment of the department’s Race Equity Strategic Action Plan to increase the number of TA work plans that generate equitable outcomes.
Act as a mentor to staff with less experience; seek meaningful and work plan appropriate opportunities for their engagement.
Coordinate with Communications/Research and Policy departments to identify collaboration opportunities and support marketing and outreach efforts.
Represent MHP at conferences, convenings and other public engagements.

ESAP/IDP

Actively engage in the revisions and deployment of the department’s Race Equity Strategic Action Plan.
Willingness to engage constructively on an Individualized Development Plan (IDP), as an ongoing self-development diversity and cultural competency practice in a professional setting.

Work/Travel

Work from Home-Office with access to high-speed internet (70-85%)
Engagement Travel (15-20%)
- Ability to travel for state and national TA assignments which include overnight stays typically about two or four business days a month with some seasonal variability. Subject to recommendations and guidelines for travel issues by the US Center for Disease Control and Prevention

Qualifications

Qualifications:

Minimum of five years’ community development experience working in partnership with communities of color/diverse communities, including Native Nations/Indigenous persons, and/or persons that are new to the United States
Minimum of three years’ project management experience.
Bachelor’s degree in community development or planning, public administration or other related social science field. Master’s degree a plus. Focus on Native American or rural communities a plus.
National Development Council Housing Development Finance course work a plus.
Certifications from federal (HUD, USDA) and state programs a plus.
Ability to travel to communities across the nation, potentially on a monthly basis.

Knowledge Skills and Abilities:

Experience facilitating community conversations with a diverse group of participants and creating welcoming, inclusive meeting environments.
Knowledge of applicable laws, regulations, policies, procedures, current literature, trends and developments in community/affordable housing development and planning with a focus on under-served, rural and Native communities.
Project management skills – planning, coordinating, monitoring, tracking and leading internal teams and external contractors on multiple, simultaneous projects; related contract and budget management skills.
Skills in research, analysis, interpretation, and presentation of data.
Ability to be flexible and adapt to deadlines and a fast-paced environment.
Effective public speaking, interpersonal, written and oral communication skills.
Intermediate skills in MS Office Suite, CRM applications and databases.
