Position Summary:
The Youth and Young Adult Services (YYAS) Independent Living Manager will be responsible for overseeing the development and implementation of the Independent Living Skills, & SETuP Educational Services and related services for Foster Youth aging out of care in Central and Eastern Washington. Duties will include comprehensive understanding of the contracts and networking with Department of Children Youth and Family, statewide, Region 1 & 2 and Washington State Achievement Council (WSAC) and other service providers, agencies, as well as ensuring quality of service to program youth. Continued development of these programs as new funding opportunities become available. Will be responsible for providing weekly case management supervision to case management staff located in Spokane, Wenatchee, Richland, and Yakima Washington, virtually and in person. The Independent Living Managerwill be able to build rapport and trust with staff in remote locations virtually and in person and participate in administrative activities to support the program and service delivery under the supervision of the Youth and Young Adult Services Program Director.
Responsibilities:
- Maintain the mission of Catholic Charities at the forefront of all program development and implementation.
- Demonstrate passion and vision for work with youth and young adults who have experienced Foster Care and Active Homelessness.
- Provide leadership to existing programs, establish new program activities, and expand programs in Central and Eastern Washington in accordance with Youth and Young Adult Services and Catholic Charities strategic plans related to area of focus.
- Recruit, hire, train, evaluate, and supervise assigned staff in Yakima, Richland, Wenatchee & Spokane Washington. Provide development and leadership both in person and virtually.
- Ensure high quality programs and services through innovative program development evaluations and ongoing training of staff.
- Ability to coach and provide support to staff through complex participant needs including de-escalation and crisis response/management as needed.
- Ensure all program services and administrative guidelines are met per contract requirements.
- Maintain maximum capacity of participants in SETuP & Independent Living Programs
- Network and Collaborate with DCYF, WSAC, Nak Nu Wesha and Spokane Tribe of Indians both at a statewide and local level. Support the staff in developing local community networks to support participants and program.
- Monitor expenditures according to budget and contract guidelines.
- Ensure services are centered in Diversity Equity and Inclusion, & LGBTQIA+ and staff have related continuing education.
- Understands and has provided youth centered case management/service. Understands Adultism and how to promote youth and young adult voice.
- Perform other duties as assigned.

This position requires regular travel in an agency provided vehicle including up to 75% of the employee's time. Regular travel between teams located in Richland, Yakima, Wenatchee & Spokane to support both in person and virtual staff development and supervision.
Non-Physical Requirements:
Education
- Master's degree in social services or a closely related field; and
- One (1) years of documented experience working with children or youth.
- Bachelor's degree in social services or a closely related field;
- Two (2) years of documented experience working with children or youth.
- Associate's degree;
- Three (3) years of documented experience working with children or youth.
- High school diploma or equivalent credential;
- Five (5) years of documented experience working with children or youth.
