POSITION SUMMARY:
Winrock International works with people around the world to increase economic opportunity, sustain natural resources, and protect the environment. Winrock is seeking a Deputy Chief of Party to support a dynamic team in implementing an anticipated regional USAID-funded project to reduce human trafficking in the Sahel by strengthening the partnerships and capacities governments, communities, local organizations, and the private sector to increase awareness about the threats of human trafficking, respond to cases of human trafficking, and improve prosecution of those engaged in human trafficking.
The Deputy Chief of Party will be responsible for managing the technical team, fostering collaborative learning and adaption, and implementing the technical and partnership strategy for the project.
This position is not eligible for expatriate benefits and follows a Senegal salary scale.
The position is contingent upon receipt of donor funding.
ESSENTIAL RESPONSIBILITIES:
- Coordination:
- In coordination with the Chief of Party, manage partnerships with local organizations, the private sector, local government, and complementary donor programs that contribute both sustainable and inclusive outcomes.
- Coordinate and oversee work of technical leads and grants manager and their activities to ensure cross outcome learning and collaboration.
- Technical
- Provide technical leadership in the project design, implementation, and partnership strategy for the project’s stakeholder coordination, survivor inclusion, private sector engagement, research, and capacity building interventions.
- Develop strategies and oversee implementation of approaches to reach vulnerable communities including women, youth, and marginalized people through project interventions.
- Facilitate joint activity design and planning, coordinated implementation, and learning activities.
- Implement diagnostics and assessments for evaluating market opportunities, identifying partners, and designing project partnerships.
- Work closely with the MEL team to ensure streamlined data collection and analysis.
- Understand and manage expected project results, including evaluation of ongoing activities as part of a collaborating, learning, and adapting approach.
- Contribute to knowledge management and sharing activities within the project, with USAID, other implementing partners, the government, and general public.
- Work closely with the project staff to develop annual workplans and other deliverables to showcase project success and impact.
- Administration and Leadership
- Supervise the technical work of local and international consultants and subcontractors fielded under the program (as assigned).
- Collaborate with grants team to ensure that grants are supporting project technical goals.
- Other duties as assigned.
QUALIFICATIONS AND BACKGROUND:
- Education:
- Academic degree in sociology, human rights, or related field. Master's degree or higher strongly preferred.
- Experience:
- Minimum 7 years of professional experience managing and implementing C-TIP interventions for international development projects, preferably with USG-funded projects in Sahel countries.
- Experience managing technical teams implementing the 4-Ps – prevention, protection, prosecution, and partnership--with adults and children.
- Experience collaborating with government, regional alliances, local and national NGOs, and private sector actors.
- Experience in and/or market analysis.
- Skills/Knowledge:
- Familiarity with C-TIP approaches, digital solutions, locally led approaches and metrics to measure, strategies, and approaches.
- Knowledge of approaches to strengthen local organizations to prevent CTIP, protect survivors, prosecute traffickers, and facilitate partnerships.
- Strong training design, training delivery, and facilitation skills.
- Strong personnel management skills.
- Excellent written and oral communication skill in English and French required.
