Winrock is seeking a Director of Operations to support a dynamic team to implement an anticipated USAID-funded project aimed at improving the protection of key wildlife species and their habitats in Bangladesh.
Winrock International works with people around the world to increase economic opportunity, sustain natural resources, and protect the environment. The MERL Director will play a crucial role in implementing an anticipated $10-15M USAID-funded project. This initiative seeks to enhance the protection of key wildlife species and their habitat in Bangladesh by mitigating threats to wildlife and ecosystems, reducing consumer demand for wildlife, improving wildlife management and political commitment, and enhancing safeguards for natural resources and wildlife.
The Director of Operations will assist and support the Chief of Party (COP) in the management of the project, oversee and provide expertise in project budgeting, planning, and management, including overseeing country-based operations managers, and handle administrative and supervisory responsibilities as specified by the COP. The Director of Operations will oversee finance and compliance of local partners and grant processes and local capacity building in finance, compliance, and procurement. These functions will be done in coordination with the Winrock home office, the project technical team, and program staff. The Director of Operations will supervise selected personnel in the project.
This position does not include expatriate benefits or allowances and is on the Bangladesh salary scale. This position will be based in Dhaka, Bangladesh and is contingent upon award. The award is anticipated in early 2024.
ESSENTIAL RESPONSIBILITIES:
- Provide overall financial and administrative oversight to achieve project outcomes.
- Administer the project's financial control procedures, ensuring compliance with Winrock's established accounting principles, local laws, and donor regulations.
- Lead and manage the project Operations team to support Human Resources, Procurement, Accounting, and Administrative functions.
- Identify and mitigate project risks.
- Oversee budget management, including coordination with technical/program colleagues, to budget and implement activities in an efficient and timely manner.
- Support all project-related audits and ensure any corrective actions are implemented.
- Participate in regular field visits to project areas to oversee operational functioning.
- Manage all leases and service agreements for the project.
- Coordinate and communicate on a regular basis with Winrock headquarters.
- Perform other duties as may be assigned.
- Responsible for sound and accurate financial management, which includes preparation and submission of timely and accurate financial reports.
- Estimate annual and quarterly forecasts for Winrock and USAID and track cost overruns and underspending.
- Ensure compliance with USAID rules and regulations, Winrock policies, and country laws.
- Supervise main office and field-based operations staff.
- Oversee the procurement process for goods, services, subcontracts, and consultants in compliance with project policies and USAID regulations.
- Support and manage the financial and compliance aspects of sub-contracts and grants programs.
- Maintain organized and complete records.
- Support localization by strengthening the capacity and mentoring subcontracts in operation areas as needed.
- Other duties as assigned.
QUALIFICATIONS AND BACKGROUND:
Education:
- Minimum of a Bachelor’s or equivalent degree in finance, business administration, or related field.
Work Experience:
- At least 7 years of experience working on public or private sector management, administration, or financial management in a related role.
- At least three years of proven supervisory and management experience.
- Proven expertise in financial management, budgeting, human resources, and procurement.
- Firm knowledge of USAID or other donor regulations and procedures regarding procurement, contracts, budgets, and financial management.
- At least five years of experience working on donor-funded activities, preferably USAID.
- Fluent written and oral communication skills in English.
Skills/Knowledge:
- Excellent management, communication, and organization skills are required.
- Excellent computer skills (MS Office, accounting software such as QuickBooks) are required.
