Overview:
The Program Director II role will ensure the Business Systems and Intelligence (BSI) Branch remains on track to accomplish its goals and strategy as aligned with the State Center for Health Statistics (SCHS) and the Division of Public Health (DPH). The role will implement goals and strategies including communication and coordination with fellow SCHS branch chiefs, improvement and implementation of data systems/integrations, positively impacting existing metrics, leading effective day-to-day operations, and meeting project timelines. The ideal candidate will possess strong leadership and interpersonal skills, a strong technological background with specific experience in systems, applications, and project management. The candidate will also possess solid organizational and analytical abilities that allow for project leadership and decision-making.
Responsibilities:
· Examine opportunities for continuous quality improvement of current operations.
· Address gaps hindering operational excellence and suggest technological solutions for implementation.
· Solve problems for emergent or chronic issues associated with our systems as identified by staff and end users.
· Maintain data security and oversee user identity management and systems access control.
· Oversee the release management lifecycle including user acceptance testing (UAT), development and augmentation of business use cases (BUCs), maintenance of requirements traceability matrices (RTMs)
· Analyze existing processes for technology driven optimizations.
· Leverage data engineering principles to reduce operational complexity.
· Reduce technical debt.
· Prioritize collaborative efforts within the team to better address operational needs.
· Monitor BSI metrics to ensure internal service level agreements (SLAs) are maintained.
· Lead integration and collaboration meetings as SCHS’s technological strategy expert
· Track ticket workflow and develop creative solutions to optimize work.
· Lead the change control board (CCB) meetings and process.
· Respond to real-time production issues and shepherd the process of reporting and tracking issues through our vendor provided project management software (Jira)
· Ensure coordination between project timelines and resources to achieve project goals in a timely fashion.
· Collaborate with a diverse workforce of employees comprised of full-time, part-time, and contract personnel.
· Foster cross-divisional collaboration along with the value that we are members of one department, one team, working towards one goal: to improve the health, safety, and well-being of the citizens.
· Maintains an open and trusting environment for on-going collaboration and continuous improvement.
· Make presentations to section, division, and departmental leadership and registration partners.
· Participate with executive level staff within the Department of Health and Human Services in preparation of long-term and immediate public health objectives and strategies.
· Coordinate with local, state, federal, and non-profit agencies regarding health data.
· Works with national, regional, and local professional public health organizations, and represents and speaks on behalf of the Division and the state.
· Furnish guidance on the implementation of public health services delivered locally through 84 local health departments covering 100 counties and numerous other community agencies and organizations.
Qualifications:
· Master’s degree in a discipline relative to technology, business, public health, or public administration from an appropriately accredited institution and ten years of managerial or supervisory experience in a closely related programmatic area; or
· Bachelor’s degree university as indicated above from an appropriately accredited institution and twelve years of experience in a closely related program, six of which must be managerial or supervisory experience in a closely related programmatic area; or an equivalent combination of education and experience.
· Possess strong leadership and interpersonal skills.
· Possess solid organizational and analytical abilities that allow for project leadership and decision-making.
· Knowledge of NC’s local/state health and human services or public health system.
· Possess excellent oral and written communication skills to describe and establish direction and achieve desired outcomes.
· Previous experience with marked success in process reengineering/improvement
· Extensive experience with Office 365 and the suite of Microsoft products (Microsoft Power Platform experience preferred)
· Experience with Customer Relationship Management (CRM) systems
· The ability to effectively interact, build and maintain relations with external and internal
stakeholders and constituents, DHHS executives/management, the Governor’s Office and a variety of federal agencies.
