Position Title: Workforce Relations Specialist

Summary
C² Technologies seeks Workforce Relations Specialists to support federal human capital programs. This position provides employee and labor relations support to managers, supervisors, and employees regarding conduct, performance, grievances, workplace issues, and collective bargaining obligations.
Responsibilities
Advise managers and supervisors on employee relations and labor relations matters
Provide guidance regarding performance, conduct, leave, workplace disputes, and disciplinary or adverse actions
Assist with developing performance improvement plans, counseling documents, notices, and related case materials
Research and apply federal laws, regulations, policies, collective bargaining agreements, and case precedent
Support grievance, complaint, appeal, arbitration, and unfair labor practice processes
Coordinate with agency counsel, equal employment opportunity offices, security personnel, and other stakeholders
Advise management regarding bargaining obligations and labor-management relations
Support negotiations, union communications, information requests, and labor-management meetings
Conduct case research and prepare reports, correspondence, recommendations, and decision documents
Maintain complete, accurate, and confidential case files
Track workforce relations cases, deadlines, actions, and outcomes
Identify trends and recommend proactive approaches to improve workplace effectiveness
Requirements
Education
Bachelor’s degree in human resources, labor relations, industrial relations, business administration, public administration, or a related field preferred
Relevant employee or labor relations experience may be considered in place of education requirements
Experience
Experience supporting employee relations, labor relations, performance management, or workplace dispute matters
Federal employee and labor relations experience strongly preferred
Experience advising managers on conduct, performance, leave, or disciplinary actions preferred
Experience interpreting collective bargaining agreements and federal employment requirements preferred
Tools & Systems
Employee and labor relations case-management systems
Federal human resources and personnel information systems
Legal research or policy-reference resources
Microsoft Office, including Word, Excel, PowerPoint, Outlook, and Teams
Skills
Knowledge of federal employee and labor relations principles
Strong research, case-analysis, and technical-writing skills
Sound judgment, discretion, and ability to manage sensitive matters
Ability to provide clear and practical guidance to managers
Strong conflict-resolution and stakeholder-management skills
Ability to manage complex cases and meet regulatory deadlines

Base Salary Range: $50,000 – $100,000 / year. Our salary ranges are determined by role, level, and structural alignment. Individual pay is influenced by several factors, including the candidate's work location, relevant experience, skillset, and contract constraints.
