DescriptionI. Purpose & Summary of Position
The Texas Council on Family Violence is the only 501(c)(3) nonprofit coalition in Texas dedicated solely to creating safer communities and freedom from family violence. With a state-wide reach and direct local impact, TCFV, with the collective strength of more than 1,000 members, shapes public policy, equips service providers, and initiates strategic prevention efforts.
The Public Policy Coordinator – Programmatic Focus Area directly reports to the Public Policy Manager, Programmatic. This position will focus on supporting best practices for housing and voluntary trauma-informed advocacy service models. They will provide support, training, and technical assistance to agencies and professionals that directly advocate for housing for survivors of family violence, entities focused on the intersection of housing and homelessness, and policy makers who develop and implement laws, regulations and policies to support survivors of family violence in achieving long-term and safe housing stability. All members of team policy support a variety of legislative issues and work.
II. Essential Responsibilities/Duties
Priority Functions / Accountabilities:
Training Development and Coordination – 20%

- Coordinate, develop and offer training on issues related to survivor-centered housing and voluntary and trauma-informed service models for survivors as well as the intersection of family violence and housing/ homelessness for a wide variety of audiences.
- Create, develop, and update written materials and protocols for use by survivors, family violence programs, and allied professionals, with particular emphasis on increasing access to housing in the framework of voluntary services for survivors, housing modalities operated by family violence programs, and the rights and remedies under the law related to housing.
- Utilize effective, current, and innovative methods to strengthen and expand the capacity of family violence service providers.
Technical Assistance and Consultation – 40%
- Lead the Housing Advocate listserv and support housing advocates across the state via training and technical assistance including, but not limited to, regular housing advocate calls.
- Maintain effective stewardship of the TCFV Policy team mentorship program including, but not limited to, development of processes to ensure monthly invoicing and PRs are complete and on time and systems to link mentors to mentees and ensure promotion of this service is consistent to TCFV member programs.
- Support in the creation and maintenance of the Creating Safer Spaces webpage.
- Ensure that calls and requests for technical assistance are responded to in a supportive and timely manner.
Provide technical assistance to advocates, family violence programs, and other entities with a focus on survivor-centered housing and voluntary service models for survivors as well as the intersection of family violence and housing/ homelessness.
Systems Advocacy Efforts– 25%
- Support evaluation efforts related to the Texas Needs Assessment and other evaluation efforts related to housing modalities.
- Develop, maintain, and update written materials and protocols on issues related to housing and homelessness.
- Build and sustain relationships with housing system partners with a goal to create enhanced access to housing for survivors and their children.
- Research, track, and provide recommendations about bills during legislative session, including TCFV’s priorities and other proposals that would impact family violence survivors and the allies who serve them. Other projects and responsibilities may be added and/or changed at the discretion of the Manager and Director of Public Policy.
Administrative-15%
- Ensures timely and accurate reporting of grant activities, including contributing information for the agency’s funding applications.
- Ensures timely and accurate submission of evaluations, reports, timesheets, and other required or requested documentation.
- Actively participate in team efforts to deepen our practices of relationship building, learning, and leadership development.
This position is hourly, hybrid remote, involves travel and in-person activity. The pay range for this role is $50,939 to $52,510, annually.
QualificationsIII. Minimum Knowledge, Skills, and Abilities Sought
- Texas residency required. This role is a hybrid remote job and requires in-office responsibilities on a periodic basis.
- Hybrid staff are also expected to travel and attend in-person activities associated with their job descriptions and duties. Outside of these expectations, hybrid staff work remotely within the state of Texas.
- Minimum of two years of administrative coordination experience.
- Excellent written and oral communication skills, with grammar and spelling skills suitable for publication and/or presentation to internal and external audiences.
- Proficient to expert skills working with Microsoft Office and Adobe applications. Must be comfortable in learning and adopting new computer applications and technology systems as needed.
- Ability to be trained, to a proficient level, in administering the agency’s Coalition Manager system on behalf of the Policy department’s initiatives.
- Ability to manage time and complete multiple activities and projects within given time frames.
- Ability to proactively lead work efforts while fostering clear, coordinated communication with colleagues and stakeholders, recognizing that statewide coalition work is inherently collaborative and requires shared decision-making.
- Diplomatic and adaptable communicator who collaborates effectively with varying stakeholders. Experience in using office equipment including telephone system, copier, scanner, printer.
- Experience in developing and managing a variety of filing systems. Excellent organizational, record-keeping, and independent job-structuring skills.
- Ability to respond with sensitivity and awareness to those with diverse cultural, ethnic, and social backgrounds, values, attitudes, and languages.
- Regular, predictable attendance is required.
- Commitment to TCFV’s mission to improve the lives of survivors and their families in Texas.
IV. Preferred Qualifications
- Experience providing direct services to individuals affected by domestic violence.
- Experience working in housing and homeless systems.
- Austin residency.
- Bachelor’s Degree. We will consider a combination of education and related experience. (Equivalency formula: two years of experience is equal to one year of education.)
- Bi-lingual English/Spanish language a plus as is any bi-lingual / bi-cultural lived experience.
- Experience incorporating the perspectives of multiple communities and stakeholders in the consideration of impacts and outcomes of a decision-making process.
V. Working Conditions and Environment/Physical Demands:
Ability to communicate and converse in English. Travel is up to 25% during non-legislative session times. Ability to frequently tolerate prolonged stationary positions and frequently move about a large public building. Ability to engage in frequent public contact and training. Professional attire may be required for most public-facing work. Ability to work in or from a remote location or from a home-based office. Must possess emotional and physical stamina to deal with a variety of high-pressure situations, such as responding to complaints, handling difficult internal and external interaction, effectively working long and, at times, odd hours which could exceed 40 hours or include weekends as necessary, especially during the legislative session.
