Position Summary
The Housing Compliance Specialist ensures that all Low-Income Housing Tax Credit (LIHTC) properties managed by WellLife Network remain in full compliance with federal, state, and local regulations. This role works collaboratively with General Services, Fiscal, and Residential Services teams to monitor compliance, maintain accurate tenant documentation, and support regulatory reporting. The position requires regular travel to LIHTC program locations throughout New York City, Nassau, and Suffolk Counties.
Essential Responsibilities
• Oversee compliance activities for LIHTC properties, including initial lease-up, applicant interviews, income verification, eligibility determinations, and file review.
• Execute leases, annual renewals, and required LIHTC documentation for all housing units.
• Process new admissions, annual and interim recertifications, and unit transfers in accordance with LIHTC regulations and HUD 4350.3 guidelines.
• Prepare and review tenant income certifications, income calculations, and recertification notices to ensure regulatory compliance.
• Maintain accurate tenant files and waitlists in accordance with LIHTC requirements.
• Coordinate tenant move-ins, transfers, and move-outs, ensuring timely unit turnover to minimize vacancy.
• Collaborate with General Services to monitor property conditions, maintenance needs, and overall upkeep of LIHTC buildings.
• Support rent collection efforts, monitor rental arrears with the Fiscal Department, and assist in developing payment plans when necessary.
• Provide training and guidance to staff and tenants, including education on utilities and rent payment systems such as AppFolio.
• Monitor regulatory updates and implement changes to ensure continued compliance with LIHTC and related housing regulations.
• Prepare and submit required reports to the Director of Property Management, tax credit syndicators, and funding agencies.
• Participate in external compliance audits, tax credit reviews, and inspections conducted by regulatory bodies.
• Maintain required certifications and complete agency-mandated trainings, including Fair Housing, ADA, and compliance training programs.
• Communicate effectively with internal teams and external partners to ensure compliance standards are met across all properties.
• Perform additional duties as assigned to support program operations.

QualificationsAssociates degree with at least 1 year of experience working in a property management environment. Individuals in this position should possess strong organizational skills and a detail-oriented approach. Strong computer literacy skills are essential to this position. Must have certification in low-income housing tax credits (or obtain within 6 months from date of hire). Knowledge of HUD requirements and accounting experience is a plus. Good verbal and written communication skills are also required. Experience and/or education in working with people with disabilities is a plus.
