STATEMENT OF THE JOB
Under the direction of the Certified Community Behavioral Health Clinic (CCBHC) Demonstration Program Director, the CCBHC Quality Manager will oversee agency-wide, quality and evaluation activities including: design & deliver of evaluation protocols, gathering clinic-level measures, organizing & analyzing collected data, preparing performance reports, and implementing/assessing quality-assurance activities. This position routinely and proactively ensures quality standards are being met, and as needed, if corrective incidents arise, efficiently and thoughtfully addresses them to ensure continuous quality of care.
The CCBHC Quality Manager will have regular interactions with key CCBHC Demonstration program staff to ensure quality programming and services, and the thorough evaluation of all activities. The position will assume responsibility for measuring quality of the program in compliance with all grant requirements and reporting expectations.
• Ensure that the projects and programs comply with all SAMHSA requirements and expectations around data collection, performance measurement, and reporting.
• Ensure that the program has measurable outcomes based on program model.
• Responsible for all agency-wide quality improvement activities including developing, implementing, and evaluating quality assurance measures and processes.
• Maintain working knowledge of incident reporting regulations relevant to agency programs.
• Conduct investigations into clinic incidents if necessary and ensure all State regulatory and agency policies are followed when reporting occurrences and incidents. Coordinate with the Office of Planning and Evaluation when relevant.
• Collaborate with Office of Information Technology to develop database for capturing program outputs and outcomes.
• Assist in other projects related to planning, evaluation, and quality improvement.
QUALIFICATIONS
• `Masters of Public Health (MPH) or a Master’s degree in social services, research, or a related field,
• 3 years’ experience conducting quantitative and qualitative evaluations.
• 2 years’ experience in mental health management or administration.
• 2 years’ experience in project management to include managing data collection protocols and schedules.
• 3 years’ experience managing and/or supporting quality assurance functions in a health, behavioral health, or social services setting required.
• Proficiency with statistical software and using electronic health records.
• Prior experience designing, implementing, and overseeing program evaluations.
• Experience supporting programs using the Netsmart myEvolv electronic health record preferred
• Knowledge of the CCBHC Demonstration program model and evaluation requirements preferred
• Knowledge of NYSOMH and OASAS regulations/requirements preferred.
• Excellent oral and written communication skills to include, the ability to synthesize complex data efficiently.
• Must possess skills and strong working knowledge of Microsoft Office, including Word, Visio, PowerPoint, and Excel.
