STATEMENT OF THE JOB
Under the direction of the Vice President, the CCBHC Demonstration Program Director has responsibility for administrative and managerial operations for the CCBHC, including the Article 31 Mental Health Clinic, the Mobile Crisis Team, the Benefit and Peer services, primary care staff, the Integrated Outpatient Services license to deliver SUD services, and the attached school satellite clinics. The CCBHC Demonstration Program Director is also responsible for closely coordinating with the PROS program and Targeted Case Management and Care Coordination teams, in order to support individuals’ whole-person care. The CCBHC Demonstration Site Director provides management and leadership of the CCBHC Demonstration program, including fostering an environment that promotes excellence in service delivery as well as staff accountability.
The CCBHC Demonstration Program Director for Integrated Health & Wellness Services will be responsible for managing day-to-day program operations, overseeing the appropriateness and effectiveness of all CCBHC services, including crisis services, outpatient services (inclusive of treatment planning, screening, assessment, and diagnosis, and mental health and SUD treatment services), primary care screening and monitoring, services for veterans, peer/family support services, and psychiatric rehabilitation services.
The CCBHC Demonstration Program Director will be responsible for the provision of program/supervisory coverage/management, and the identification of gaps in the service delivery system. The Demonstration Program Director will be responsible for representing the Agency at meetings related to the CCBHC, which may occur evenings and weekends, conferences which may require overnight and/or out-of-state attendance, and public forums. The CCBHC Demonstration Program Director will also be responsible for strategic planning and implementation related to growth and sustainability, development and implementation of processes and services that will improve the service delivery system on behalf of the individuals we serve. This will include program development and ongoing quality improvement - including monitoring revenue, expenditures, productivity, outcomes, staff training and development, compliance with budgets and contracts, agency policies and procedures, regulatory requirements and audit readiness and new initiatives.
The CCBHC Demonstration Program Director plays a key role in the integration of services across the agency and the entire system of care, supporting the CCBHC team to be able to connect clients with internal and external services based on their identified needs. The CCBHC Demonstration Program Director is expected to have regular interactions with all levels of staff both within Integrated Health and Wellness and the other corporations in CCBQ to promote coordinated care and comprehensive service delivery.
Day-to-Day Management of CCBHC Demonstration Program:
• Provides overall oversight and leadership for all aspects of CCBHC-related program implementation, including ensuring that CCBHC Demonstration activities are implemented as proposed (e.g., Cost report, readiness assessment, CLAS Standards, etc.)
Clinical Leadership and Staff Supervision and Support:
• In coordination with senior management, develops appropriate management and supervision coverage policies and procedures to ensure that adequate supervision and management is in effect for all work shifts.
Continuous Quality Improvement of CCBHC Demonstration Program:
• Plans, coordinates, identifies, and implements program outcomes and evaluation, strategic planning, accreditation efforts and program development.
Strategic Support for Program Growth and Expansion:
• Involvement in Request for Proposals (RFP) processes and other grant initiatives as requested.
Represent CCNS’ CCBHC Demonstration Program in the Community to Support Internal and External System of Care Linkages and Partnerships:
• Organizes and coordinates outpatient services so that the goals and objectives of the services are understood, fostered, and supported throughout the Integrated Health and Wellness Division
Coverage of CCBHC Functions During Staff Absences and As Needed:
• Provides support and coverage for other Integrated Health and Wellness programs as needed including Rehab and Recovery programs, Residential and Housing Services, Care Coordination and Case Management programs, in the event of a vacation/sick time, FMLA, PPL, prolonged leave of absence or vacancy
• Provides coverage in the absence of Vice President, Directors of Field Operations, and other management staff
Leadership to Support CCNS’ Critical Incident Preparedness and Response:
• Coordinates, delegates, and monitors Integrated Health and Wellness Services' response to serious incidents and critical debriefing. Responds to the site if determined necessary by VPs and senior management
• Conducts and documents visits to ensure program compliance with fire, safety, and health standards as per licensing and or quality assurance requirements and standards
Other Duties as Assigned, including:
• Assists the Vice President with various projects and program development
QUALIFICATIONS
• Master's Degree in Social Work from a nationally accredited institution.
• Valid NYS LCSW required.
• Preferred experience in Behavioral Health programs, with preference given to individuals familiar with the CCBHC model of care
• Minimum of 5 years' supervisory experience in the Behavioral Health field with preferred experience in outpatient Article 31 clinic, rehabilitative and recovery programs, or equivalent service setting
• Strong understanding of mental illness and substance use disorders
• Demonstrated ability to manage multiple programs serving diverse populations with substantial budget responsibility
• Ability to coordinate integration and collaboration efforts across agency programs
• Excellent leadership and team building abilities
• Requires a combination of skills in the following areas: program administrative and operations, monitoring and oversight of various program types and service delivery models, evaluation of program services and staff, personnel management, data and trend analysis, public/community relations, and governmental relations
• Excellent time management and organizational skills
• Excellent communication, organizational and analytical skills, comfort with public speaking and advocacy, ability to train and educate staff
• Excellent computer skills; proficient in Microsoft Office suite; competent in utilizing internet for business purposes including operations and communication
• Must be able to use an electronic health record and provide data and outcomes through electronic formats and databases
