Job Description Summary
Enterprise Advisors (Advisors) is the mission-based consultancy of Enterprise focused on advancing systems change at all levels: organizational, neighborhood, local, state, regional and national. We work with partners to advance racial equity, agency, and resiliency by empowering communities. Advisors’ delivers capacity building and technical assistance in partnership with federal agencies, units of local government, public housing authorities, nonprofit organizations, philanthropy, and other sources. Advisors has a growing national footprint with engagements in over 500 communities to date.
We have an exciting and rewarding opportunity to join our growing team. We are seeking a dynamic Program Associate level candidate to join our Business Process Management (BPM) Team. Our BPM team supports our overall mission by managing the operational needs of our department and supporting our seven focus areas through the following key functions:
• Award administration support
• Project administration support
• Subgrant/Subcontract administration support
• Business process improvement
• Policy and procedure development
• Data analysis, reporting, and business intelligence
Advisors’ currently provides technical assistance to municipalities and nongovernmental organizations (NGOs) in Puerto Rico managing disaster recovery and resilience activities through HUD’s Community Development Block Grant-Disaster Recovery/Mitigation (CDBG-DR/MIT) programs. The Advisors team supporting this work is comprised of staff and subcontracted subject matter experts based in Puerto Rico as well as on the U.S. mainland.
The Program Associate position will support the BPM Team by providing administrative and coordination support, including research, data-gathering, data entry and analysis, meeting coordination, report writing, and logistical and administrative support as part of the Enterprise Advisors team. This position will be based in San Juan, Puerto Rico.
Job Description
Job Responsibilities:
- Provide administration and coordination support for housing and community development technical assistance engagements, including but not limited to CDBG-DR/MIT technical assistance support in Puerto Rico
- Perform data gathering, data analysis, research, and writing in support of Advisors technical assistance assignments and consulting engagements
- Support project workplan development process including documentation of scope, staffing and budget
- Support ongoing workplan reporting
- Support subcontractor management and subcontract administration processes
- Support project closeout process for designated workplans including collection of TA deliverables, reports and other documents
- Develop and maintain excellent working relationships with internal and external partners (HUD staff, Puerto Rico Department of Housing, other clients, and consultants)
- Assist in preparation of proposals for RFPs, RFQs, and NOFAs
- Assist in the development and updating of departmental web content and marketing materials
- Provide logistical support for local events and programmatic activities (Puerto Rico island-wide)
- Perform other duties as assigned
- Limited travel required
Qualifications:
Candidates should have the following minimum qualifications.
- Bachelor’s degree in a relevant field of study
- Degree programs in the following areas are preferred: City and Regional Planning, Public Administration, Public Policy, Sociology, Business, Finance/Accounting, Social Work, Economics, Information Sciences, and International Development
- One to two years of relevant experience preferred
- General knowledge about the affordable housing industry and housing programs preferred
- General knowledge about disaster recovery, resilience, climate risk mitigation, and climate adaptation preferred
- Fluency in Spanish and English required; comfortable communicating on professional/technical topics in both languages
- Project management experience preferred
- Ability to function effectively both independently and collaboratively within a diverse team environment
- Demonstrated organizational, work management, and group process skills; ability to take initiative to identify and propose new tasks and procedures
- Demonstrated ability to create and maintain spreadsheets, databases and project tracking protocols to produce reports as necessary, ability to review budgets and monitor for quality control
- Ability to organize and provide team members with easy access to procedural documents, forms, document templates, model documents from previous work and other resources for shared use
- Ability to manage time, prioritize tasks and meet deadlines, producing quality products within tight time constraints
- Demonstrated experience in working on multiple priorities consecutively and sequentially and meeting quality standards for accuracy, attention to detail, and timeliness in a fast-paced environment
- Ability to review documents and summarize content, including developing and evaluating outcomes, lessons learned and best practices; familiarity with qualitative outcome measurement methodologies and techniques preferred
- Strong written and oral communication skills
- Demonstrated knowledge and competence in the use of Microsoft software applications: Outlook, Word, Excel, PowerPoint, web and email applications

The base salary for this role is $60,000 to $70,000__, depending on level of skills and experience.
The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance.
