Title: Payroll Administrator
Salary: $65,000 – $67,500 annual
Status: Exempt, Full-Time, 40 hours per week
Supervisor: Associate Director of Finance
Requirements:
- Degree in related field with 3+ years in performing all payroll processes and related accounting functions preferred; Minimum High school diploma/GED with experience of 5+ years.
- Working knowledge of electronic timekeeping systems, reporting, and related Federal and State regulations. Experience in ADP Workforce Now preferred.
- General Accounting knowledge and experience with accounting information systems. Experience in Fund E-Z, a plus.

Function
The Payroll Administrator is responsible for all aspects of the payroll workflow including management of the accuracy of timesheets, related employee data, computing wages, and ensure timely submission and distribution of bi-weekly payroll. This position administers payroll for approximately 200+ staff, working closely with colleagues in Human Resources, Finance, and managers across all programs within the agency.

Job Responsibilities:
- Managing electronic timekeeping systems or manually collecting and reviewing timesheets.
- Manage workflow to ensure all payroll transactions are processed accurately and timely; mileage and expense reimbursements, process correct garnishment calculations and compliance as needed.
- Calculating payable hours, tax withholdings, increases, adjustments, and deductions.
- Determine payroll liabilities, unemployment insurance, short term disability and workers compensation payments.
- Preparing and issuing earnings statements.
- Reconcile payroll prior to transmission and validate confirmed reports.
- Distribution of paychecks and managing direct deposits.
- Coordinating with the HR department to ensure correct employee data.
- Process accurate and timely reporting by payroll, quarterly, or yearly when necessary (W-2, 941s, GTL, taxable fringe benefits, etc.).
- Payroll allocations and tracking in Human Resources and Accounting systems.
- Generate general ledger entries for payroll, fringe benefits, other accounts as assigned, management of related adjustments and accounting entries.
- Handle communications with external agencies (IRS, NYS, ADP) related to payroll and payroll taxes.
- Maintains employee confidence and protects payroll operations by keeping information confidential.
- Provide professional, ethical, and compassionate support to employees. Providing information and answering employee questions about payroll related matters.
- Complies with federal, state, and local legal requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions.
- Prepare written manual or directives for supervisors and employees to help understand the payroll process and changes to the process.
- Develop ad hoc financial and operational reporting as needed.
- Experience with multi-state payroll transactions a plus
- Perform other tasks as requested.
Competencies:
- Communication proficiency.
- Computer/IT proficiency (Microsoft Office Suite, Excel a must).
- Strong skills using and understanding the flow of transactions in an integrated and automated payroll system and accounting software.
- Maintain current knowledge on Payroll systems to achieve alignment with HR benefits and other related transactions to ensure effective accounting support.
- Excellent problem solving/judgment skills, high level of attention to detail, and professionalism.
- Strong organizational skills and time management skills.
- Ability to comprehend agency structure and programs to effectively and efficiently complete job duties and responsibilities.
Other Requirements:
- Must be able to travel between sites in all three counties.
- Must have a working cellphone.
- Must be able to lift at least 25lbs.
- Must be able to sit/stand for lengths of time.
