East Bay Asian Local Development Corporation (EBALDC) is seeking one (1) regular full time Senior Project Manager in Oakland, CA.
Summary: The Senior Project Manager is responsible for originating, scheduling, coordinating and implementing all aspects of EBALDC’s Healthy Neighborhood real estate developments including affordable housing, mixed-income, mixed use, and commercial developments and acquisitions. Projects may include new construction, rehabilitation of existing buildings, initial coordination with other EBALDC staff on cultivating and securing retail tenants and non-profit organizations that would be part of a housing development, or financing the acquisition of new projects or existing buildings. The Senior Project Manager has broad and lead responsibility for planning and advocating, shaping the design, financing and strategically thinking the programmatic aspects of these projects and as required, supervising staff to assist in these endeavors. Generally, the Senior Project Manager works on/closely supervises at least three projects at any one time.
Key Duties and Responsibilities:

Programmatic Feasibility Analysis: Develop strategy in consultation with internal stakeholders and consultants for meeting supportive services, amenities, and design commitments as conditions of financing, entitlements, and construction approvals.
Continuous Improvement Process: Lead and implement post-occupancy evaluation of projects. This involves overseeing post-occupancy considerations, including physical, financial, regulatory, or process improvements.
Funding Applications: Create and implement workplan and schedule for internal and external parties for completing application(s) that align with funding strategy.
Capital Markets Private Financing. Leading selection of the financial team, in coordination with senior staff.
Escrow and Draw Process: Lead loan closing process.
Conversion and Placed in Service Process: Lead conversion and placed in service processes.
Planning Entitlements: Lead planning, permit, and environmental approvals, including management of consultants as needed.
Project Teams: Assemble and manage internal and external development team members.
Pre-Construction: Lead site control, entitlements, design, and financing phases of projects to meet organizational objectives.
Construction: Lead the construction phase of project.
Build Support and Obtain Approvals with respective parties (JV partners, internal, and external stakeholders.)
Other tasks assigned by supervisor.
Required Knowledge, Skills & Abilities:
A minimum of four years of multifamily housing development experience. At least two years of specific experience with affordable housing development finance is required including fluency with low-income housing tax credits, State housing programs, federal housing programs (such as HOME, CDBG, Section 8), and local City or County financing. Experience with State of California housing programs specifically, and/or mixed-use developments and/or commercial NMTC financing is a plus.
Demonstrated experience managing all phases of the typical affordable housing development lifecycle.
Proficiency with Microsoft Office Suite, including SharePoint, and familiarity with Salesforce and Adobe. Data analytics/Excel skills: comfort analyzing data and doing light data analysis in Microsoft Excel.
Ability to develop real estate development pro formas and build and track budgets, review project expenditures and performance against budget and projections, conduct sensitivity analyses, and recommend financial strategies as needed to adapt to changing project conditions.
Excellent communication skills: able to communicate with others in a clear, concise manner (both written and verbal.)
Ability to adapt to constant change in a dynamic project environment and remain calm under pressure.
Ability to project manage the key stakeholders, milestones, deadlines, etc. needed to complete a project.
Ability to effectively facilitate discussions between a diverse group of stakeholders to drive decision-making and team alignment.
Ability to build relationships with key stakeholders, understand their needs, and collaborate to meet a common goal.
Ability to influence key stakeholders to make decisions based on your recommendations without having direct authority over them.
Ability to understand, negotiate, execute, and manage contracts and financing agreements.
Familiarity with technical drawings and construction fundamentals.
Bachelor’s Degree or higher in Business Administration, Planning, Architecture or a related field, or equivalent experience preferred.

Salary Range:
Senior Project Manager Manager: $125,000 - $135,000
