The Purchasing Manager is Responsible for:
- Identifying, evaluating and selecting suppliers based on quality, reliability, cost-effectiveness and adherence to ethical and sustainability standards.
- Builds and maintains relationships with vendors. Negotiates prices and contracts with suppliers.
- Manages cost review audits to seek savings in areas such as utilities and other commodities.
- Manage supplier relationships, including regular communication, performance evaluations and issue resolution. Ensures quality of procured items and addresses problems when they arise.
- Processes Purchase Requisitions into Purchase Order documents, places orders with specific vendors and helps operational/administrative staff create requisitions.
- Develops a purchasing strategy and maintains purchasing related company policies.
- Maintains records of goods ordered and received.
- Coordinates with fellow managers to monitor and determine supply needs. Collaborate with internal stakeholders to understand their requirements and develop procurement plans accordingly.
- Continuously evaluate and improve procurement practices, including identifying cost-saving opportunities and process enhancements.
- Stay updated on regulatory requirements and ensure compliance with applicable laws and regulations related to sourcing activities.
- Analyzes financial data for future contracts by reviewing proposed terms and through conducting financial analysis of costs and benefits.
- Identifies expense areas that could be targeted for savings and to monitor implemented savings initiatives.
- Presents financial analysis to the business leaders so that stakeholders can make business decisions with appropriate data elements made available
- Works with GPO (Group Purchasing Organization) to determine best pricing and purchasing strategies that benefit the organization.
- Develops and administers RFPs, RFQs and the like as requested by managers and departments.
- Manage operating leases for copiers and vehicles. Including coordinating new vehicle/copier lease ordering and delivering, monitoring costs and lease renewals.
- Oversees purchase card (P-Card) program, including the setup of cards and adherence to company policy.
- Oversees cell phone ordering and mobile phone plan purchases.
- Manages the staff of the Purchasing department including assigning tasks, supervising work and development of employees.
Requirements:
- Bachelor’s degree in Business, Supply/Operations Management, Finance, Accounting or related field.
- 5+ years related experience.
- Interpersonal skills necessary to work cooperatively with third-party vendors and third-party partners to communicate effectively to complete purchasing activities. Internally within the organization, all levels of management and across all departments to gather requirements and exchange information.
- Advanced communication skills necessary to prepare and present data, discuss reports and make recommendations to senior management.
- Advanced analytical abilities necessary to identify discrepancies and develop accurate systems to track and monitor data.
- High degree of accuracy and attention to detail necessary to analyze financial data, service delivery statistics, and monitor variances.
- Critical and strategic thinking skills to gather, assess and interpret information effectively in order to identify reasonable cause and effects and figure out solutions to complex problems, and to provide insights and make recommendations.
- Organizational and project management skills to coordinate tasks associated with program start-ups and closures; and the ability to develop scopes of work and project plans.
