In the vital role of Resident Fair Housing and Equity Manager, you will be instrumental in ensuring our adherence to Fair Housing, VAWA, ADA, and other anti-discrimination laws. This position serves as a crucial advocate for residents, providing guidance and support in navigating ECC systems and accessing housing and services. Your role will involve effective mediation, complaint resolution, and managing a process for reasonable accommodations, ensuring that residents' needs are met with empathy and efficiency.As an independent intermediary, this role requires a strong focus on policy review and development, particularly in identifying and addressing systemic issues within ECC’s programs and policies. You will be responsible for ensuring ECC's compliance with various federal and state regulations, including the Americans with Disabilities Act (ADA) and related laws. This includes leading the development and implementation of ECC's ADA Self-Evaluation and Transition Plan and coordinating staff training to promote equitable access and adherence to ADA standards.We are seeking a solution-oriented, passionate professional with a deep understanding of affordable housing and a commitment to creating a more equitable community. This role demands a proactive approach in infusing liberatory principles into ECC's work practices, staying informed on social trends, and exploring innovative strategies to enhance equitable access and housing policies. Your efforts will be pivotal in shaping ECC's strategies and actions towards achieving equitable housing outcomes and fostering an inclusive community environment. Essential Functions:- Resident Advocacy and Service Delivery: Proactively engage with residents, applicants, and participants, delivering high-quality advocacy and customer service. Address a wide range of housing and service concerns with effective resolution strategies.
- ADA Compliance and Strategic Planning: Develop and implement ECC's annual ADA work plan, including regular updates to the ADA Self-Evaluation and Transition Plan. Ensure compliance with ADA, Section 504 of the Rehabilitation Act, and Title VI of the Civil Rights Act through thorough reviews of ECC’s facilities, programs, and policies.
- Equity and Inclusion Leadership: Actively contribute to the ECC/HANH Equity Team, developing strategies and programs for equitable housing and economic mobility outcomes. Lead efforts to reduce racial disparities and other inequities using data-driven approaches.
- Accessibility and Accommodation Management: Serve as the primary contact for ADA-related inquiries and complaints. Maintain records of disability and accommodation requests, and oversee ADA and disability awareness training for ECC staff.
- Policy Development and Review: Regularly assess and update ECC’s policies and procedures to enhance ADA compliance and ensure inclusive participation in ECC/Glendower Group activities.
- Housing Accessibility Coordination: Manage accessible housing unit listings and waitlists, ensuring compliance with accessibility standards and conducting quality control reviews.
- VAWA Coordination and Hearing Oversight: Oversee ECC’s adherence to VAWA provisions and manage related conferences and hearings, including participation in the grievance hearing process.
- Waitlist and Policy Monitoring: Monitor and quality control housing waitlists and transfer lists, ensuring compliance and equitable housing allocations.
- Special Projects and Operational Support: Lead special projects aligned with ECC/Glendower Group strategic goals and support overall mission and operational efficiency.
- Community Engagement and Training Coordination: Engage with community members and stakeholders, and organize training sessions on fair housing, equity, and ADA compliance.
Knowledge:- Disability and Equity Expertise: Deep understanding of disability rights, equity, and inclusion principles, along with cultural competence and the nuances of belonging in diverse communities. This includes a comprehensive grasp of the challenges and opportunities in creating inclusive environments.
- Legal Acumen: Thorough knowledge of the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act, Title VI of the Civil Rights Act, and other relevant federal, state, and local laws. This encompasses an understanding of the legal framework surrounding the rights and accommodations for people with disabilities.
- Technological Proficiency: Familiarity with various alternative formats and assistive technologies that enable people with disabilities to communicate, participate, and perform tasks effectively.
- Accommodation Strategies: Knowledge of effective accommodation methods to ensure access to programs, services, and activities for people with disabilities, including barrier removal and effective communication strategies.

Education & Experience Qualifications:Working Environment: The Resident Fair Housing and Equity Manager/Ombudsperson will operate primarily in an office setting, requiring extensive work at a computer workstation. This role involves significant public interaction, both over the phone and in person, necessitating strong communication skills and public engagement abilities. Additionally, the position includes site inspections and attendance at meetings related to ADA accessibility at various locations, underscoring the need for mobility and adaptability in diverse settings.At Elm City Communities/Glendower Group, we value both educational background and practical experience. - A master’s degree (or equivalent) in Public Administration, Human Services, Social Sciences, Law, or a related field, with a focus on affordable housing, ADA Compliance, and urban policy issues.
- Alternatively, a bachelor’s degree in public administration, Human Services, Social Sciences, or a related field.
- Professional Experience:
- A minimum of three (3) years of professional experience in ADA compliance, providing consultation, guidance, and training in disability, accessibility, inclusion, and accommodation services.
- Three (3) or more years of experience in organizational development or equity program management.
- Five (5) years of experience working with Housing Authorities or municipal government is preferred.
- ADA Coordinator Training Certificate is also preferred.
- Equivalence of Education and Experience:
- An equivalent combination of education and experience that provides the applicant with the necessary knowledge, skills, and abilities to successfully perform the essential functions of the job will be considered.
