Compensation: $85,000 to $100,000 annual plus excellent benefits

ORGANIZATIONAL BACKGROUND
PACE is a community Nonprofit organization founded in 1976 to provide job training and placement services for the Asian Pacific Islander communities in Los Angeles. PACE has since expanded into a variety of service areas, all tailored to meet the growing and changing needs of the multi-ethnic communities in Los Angeles County. Now, in addition to job training and employment services, significant PACE programs encompass: Business Development; Early Childhood Education (Head Start); Financial Education and Asset Building; Housing and Rehabilitation Services; Weatherization and Energy-conservation programs; and Affordable Housing Development. PACE serves more than 60,000 people each year with our wide scope of services with approximately 350+ staff. PACE is recognized as a leader in addressing problems of poverty and economic inequity in ethnic minority communities and has a reputation of being responsive to community needs and is known for creating innovative solutions to the myriad of challenges faced by our clients.
POSITION DESCRIPTION
The Assistant Director of Operations will help the Energy Department Director oversee the management, coordination and administration of all aspects of the Energy Department�s activities including planning, organizing, staffing, leading, implementing, managing and controlling program activities. The position will assist the Department Director in accomplishing the department�s strategic agenda to achieve and exceed its programmatic goals. As a member of PACE�s Senior Level Management Team, the Assistant Director of Operations is also responsible for furthering the mission and vision of PACE and identifying strategic alliances and partnerships that will extend the organization�s brand in the community and increase avenues of support.
DUTIES AND REPSONSIBILITIES
In coordination with the Department Director, the position will perform the following:
Program Planning
- Run and manage strategic planning sessions to formulate and review key objectives and targets on short, medium and long-term periods
- Find creative and effective solutions that offer long-lasting answers to program issues and concerns
- Ensure the smooth execution of all key objectives that support Department goals and fiscal targets
- Develop and/or assist in the development of new initiatives to support these strategies as well as expand services to the community
- Provide strategies through multiple media to keep staff, management, funding agencies, clients and communities updated on status of the Department�s programs and service delivery
- Work with other Senior Management Team members to review, develop and implement updated or strengthened long-term goals and objectives to achieve better or more successful Department program outcomes
- Contribute to the development of an annual budget and operating plan to support the Department�s programs
- Assist in the development of a Department evaluation framework to assess the strengths of all the Department programs� implementation/execution and identify areas for improvement
- Help �grow� and expand the Department�s for profit contracts as well as identify funding proposals that may be pursued to ensure the continuous and comprehensive delivery of services to its target communities
Departmental Organization
- Monitor Department activities/operations to ensure these are within the policies and procedures of PACE, its funding agencies and all relevant Government policies and guidelines
- Review existing forms and records that document program activities for their completeness and accuracy; make appropriate recommendations to improve documentation system, if appropriate
- Oversee the collection, maintenance and protection of records concerning the Department�s clients for statistical and other Departmental purposes/compliance to the confidentiality/privacy policy
- Monitor and take appropriate action/s concerning the Department�s staffing complement when there is any change in priorities or shift in importance in program focus, ensuring that Department operations is fully supported at all times
- Implement the human resource policies, procedures and practices of the organization and collaborate with the Human Resources Department to ensure that personnel issues/matters/requirements are attended to in a timely manner and personnel files are properly maintained and kept confidential
Program Leadership & Control
- Ensure change is managed, planned and effectively carried out
- Spearhead partnerships with local, state, Federal and private agencies to develop and implement energy projects (alternative/clean, efficiency, etc.) that will benefit the community
- Train, coach and mentor staff as needed, developing a system where staff career development is planned and implemented
- Monitor/collaborate with Fiscal Officer to ensure the Department�s funding is compliant to allocated budgets when implementing and completing program activities
- Assist in the supervision of program implementation by providing technical and administrative direction, input and feedback
- Communicate with clients and other stakeholders to gain community support for the Department�s programs
- Liaise with other Departments and oversee/coordinate the effective and efficient delivery of leveraged programs
- Write/prepare Department reports, as necessary about program completions and accomplishments for executive management, funding agencies and potential funders
- Represent the Department during events, meetings, conferences and other occasions to help raise PACE visibility in the community
- From time to time, perform other ad hoc or special assignments
EDUCATION AND EXPERIENCE
Education
- Bachelor�s degree in Business or Public Administration or any closely related field from an institution of higher learning accredited by a regional accreditation association required. Master�s degree strongly preferred.
Knowledge, skills and abilities
- Five years of experience in a supervisory position
- Ability to capably manage and run several committees and work groups
- Proven track record in organizing, developing and executing growth initiatives or growing a business or bringing projects from initial conception through completion that deliver results with minimum guidance
- Capability to develop high level strategies that will influence key decision makers
- Highly detail oriented, well-organized and structured with a strong track record that demonstrates strong mastery of management and implementation of projects
- Highly organized with proven track record of effective management skills and experience in creating efficient systems to juggle and manage multiple time-sensitive projects to completion on or before schedule
- Comfortable working with a variety of planning and management teams
- Exceptional interpersonal and communication skills, especially in writing and speaking
- Self-starter, dependable, self-disciplined and a superior problem-solver, who is able to identify creative solutions to issues, bottlenecks, etc.
- Ability to lead multiple teams and personalities, but can similarly be effective working independently and in a team
- Superior problem-solving, organization and time management skills
- Experience working closely with key leaders and decision-makers in project development or execution
- At least ten years� experience handling progressively more complex responsibilities
- Familiar with federal, state, and local laws, codes, regulations and requirements pertaining to energy efficiency, low-income communities and programs
- Knowledge of labor and personnel rules and regulations
- Ability to make a well informed decision that will benefit PACE and the Department by taking into account all known and reasonable scenarios or intended/unintended consequences within applicable policies/guidelines
- Proficient in the use of computers using popular software such Microsoft Office, etc.
- Has at least medium level familiarity in working with social media platforms and other internet programs
SPECIAL REQUIREMENTS
- Must pass a background and reference check at the time of employment.
- Must have the use of an automobile with adequate insurance coverage and a valid California Driver�s License
- Must pass a pre-employment physical examination that includes drug and alcohol screening
