Introduction
MEDA (Mennonite Economic Development Associates) is an international economic development organization dedicated to creating business solutions to poverty. Objective
MEDA seeks a qualified consultant or consulting firm to develop a Quality Management Plan (QMP) tailored to the organization's unique needs. The QMP will provide a standardized framework for managing quality across all MEDA projects, ensuring consistency, compliance, and excellence in project delivery.
Scope of Work
The consultant will be responsible for:
- Conducting a rapid assessment of current quality management practices, and stakeholder expectations.
- Developing a comprehensive QMP that outlines quality management processes, roles and responsibilities, metrics, and tools for quality assurance and control.
- Facilitating a virtual workshop to present the QMP to key stakeholders and ensure its alignment with MEDA’s operational goals.
- Providing a final report summarizing the development process, findings, and recommendations.
Deliverables
Key deliverables will include:
- Inception Report: Detailing the approach, framework, and tools for the assignment.
- Rapid Assessment Report: Covering quality management practices, stakeholder inputs, regulatory requirements, and risk analysis.
- Draft and Final Quality Management Plan: Comprehensive documentation including processes, roles, and quality metrics.
- Workshop Facilitation: A virtual session to present and validate the QMP.
- Final Consultancy Report: Summarizing the methodologies, findings, and recommendations.
Duration
The consultancy is expected to span a period of 20 weeks, starting from January 2025.
Qualifications
- Proven expertise in project management, quality assurance and control, preferably within international development contexts.
- Certification as a Project Management Professional (PMP) or equivalent is highly desirable.
- Demonstrated experience in developing organizational frameworks and quality management plans.
- Strong analytical, communication, and facilitation skills.
Submission Requirements
Interested consultants or firms should submit:
- Expression of Interest (EOI) detailing their understanding of the assignment and why they are well-suited to undertake it. The EOI subject line should reference “EOI – Quality Management Plan.”
- Consultant Profile demonstrating relevant experience and qualifications.
- Samples of previous work: Three (3) samples of Quality Management Plans (QMPs) previously developed by the consultant. These samples should showcase the consultant’s experience and expertise in developing comprehensive QMPs for organizations, preferably within an international development context.
Budget Ceiling
MEDA intends to award a fixed-price contract for this assignment, with an estimated budget not exceeding CAD 30,000, inclusive of taxes. Disclosure of this budget ceiling is not intended to encourage applicants to aim for the maximum amount. Applicants are expected to propose costs that they consider realistic and reasonable for completing the scope of work when submitting their proposals.
Application Deadline
The deadline for submission of Expression of Interest is December 18, 2024.
Technical and Financial Proposal
Shortlisted candidates from the pool of applicants who submit an Expression of Interest will be invited to develop and submit detailed technical and financial proposals. The Statement of Work (SoW) will be provided to them in advance to guide proposal preparation.
