Reports to: Senior Director of Residential Services
Hours: Full Time position – 40 hours a week. Flexibility needed based on program needs.

General Statement of Duties: The Program Manager is responsible for the overall management of the programmatic, administrative, financial, and operational systems related to the provision of care and services, including the safety and protection of the children, implementation of policies and procedures and compliance with PA and ORR guidelines; provision of regular and timely reports to the U.S. Office of Refugee Resettlement (ORR) regarding operations, services, and finances; establishing a respective and supportive workplace environment, elevating any issues or concerns to ORR. The Program Manager supervises and hires all lead positions and is expected to develop and maintain a team approach in carrying out treatment services and create an active therapeutic, trauma informed program. This position has ultimate responsibility of LTFC related decisions as it affects children and staff. The Program Manager should be able to establish excellent community relationships to coordinate services for the children in care.
Essential Duties and Responsibilities:
- Promotes the Mission and Philosophy of Holy Family Institute
- Demonstrates leadership.
- Coordinates activities to ensure a consistent and comprehensive approach to meeting identified need in service program areas.
- Directly supervises the multi-disciplinary team of the LTFC program.
- Monitors, evaluates and improves program services.
- Provides public relations for the program to the general public- school, universities, committees and/or task forces.
- Participates in meetings as necessary for consistency in service provision, professional growth, and effective communication.
- Assists and promotes acculturation in a culturally sensitive way.
- Collaborates with LTFC multi-disciplinary team to ensure delivery of services.
- Handles and supervises the carrying out of staff disciplinary action.
- Assists with staff orientation and training.
- Prepares and assists with state and Federal audits and monitoring visits.
- Provides program management with feedback about line staff’s performance.
- Plans and conducts meetings to ensure delivery of services with a child-centered approach.
- Promotes independent living skills among residents.
- Models and assists in the implementation of the HART and Trauma-Informed Care.
- Sets consistent and reasonable tolerance levels for all staff to adhere to with the residents.
- Ensure the facilitation of treatment plans as written in each resident’s service plan.
- Participates in on-call rotation schedule, and when not in the rotation, communicates with on-call personnel on duty as needed.
- Manages unanticipated events and crisis situations in a positive, constructive manner.
- Maintains client confidentiality.
- Ensures the maintaining of a pleasant, tidy, sanitary and safe living environment for residents.
- Adheres to ORR, DPW, State licensing, accreditation, and HFI policies and procedures.
- Maintain and report standards of quality and compliance in accordance with HFI standards.
- Exhibits cultural competency and sensitivity.
- Works collaboratively with staff, children, families, service providers, and others.
- Promptly reports civil or criminal convictions, charges, arrests, investigations, or adjudications that may arise since staff member’s last background investigation. This includes but is not limited to sexual abuse in a prison, jail, holding facility, community confinement facility, juvenile facility, other institution (as defined in 42 U.S.C. 1997), or care provider facility; conviction of engaging or attempting to engage in sexual activity facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse; or who was civilly or administratively adjudicated to have engaged in such activity.
- Completes other duties as assigned by supervisor.
Work Experience Requirements:
- Master’s Degree in social work (MSW) preferred or an equivalent degree in education, psychology, sociology, or other relevant behavioral science.
- Five years’ experience in child welfare administration, child protective services, and 2 years of experience in program management or as director of a licensed childcare program.
- Previous experience working with immigrants/refugees strongly preferred.
- Excellent written and verbal communication skills.
- Must be at least 21 years of age.
- Must have Act 33/34 and FBI clearances and valid PA driver’s license.
- Fluency in Spanish and English (read, write and speak) preferred.
